1. Works payroll can enable breaks to activate between set times

   A civilian member of staff has been sacked for fiddling his overtime at Devon and Cornwall Police. The force confirmed that a senior detention officer at Launceston police station was dismissed earlier this month. Superintendent Chris Brown, the head of the force’s criminal justice department, chaired a hearing that ran over two days and the allegations were found to be proven. Superintendent Brown said: "The allegations were to do with the unauthorised taking and entitlement of both leave and overtime claims.”

   In a response to a local MP’s letter, the defence ministry confirmed a review was being undertaken of military policing services in the Devon and Cornwall area, but was unable to say where and when any reductions to officer numbers might be made. Labour Member of Parliament Alison Seabeck raised her fears over potential cuts to MoD police numbers after Devon and Cornwall Constabulary shed more than 1,000 staff (including 700 officers) following its budget being slashed.

   A review is under way which will look at "the potential for making sensible and prudent cost reduction savings" at Devonport Naval Base nuclear site. Parliament has been informed that Ministry of Defence Police, who guard the facility, are "very concerned" about staffing cuts as a result of military spending being slashed. The MDP serves nearly 100 MoD establishments and units throughout the UK, including Devonport, and it fears it will suffer from the wider cuts in military personnel.

   Plymouth Moor View MP Alison Seabeck has criticised cuts to forces’ allowances. She said: "There is a very complex mix of allowances and it makes sense to streamline but these cuts are drastic and look to be breaking promises made in the covenant and reneging on that deal." The shadow housing minister said cuts to specialists’ payments such as pilots and submariners could leave many South West families with a big drop in income. The cuts raised "all sorts of questions about where people will be forced to live".

   Pupils’ attendance at 20 Devon schools could be affected if transport cuts go ahead as planned. Campaigners claim some areas of the county will be left with no services if companies decided they are not commercially viable; while the county council aims to proceed with a £1.3m reduction in its subsidy to bus firms. In reply Devon County Council stated it had been forced into making cuts partly because of the £5m cut to concessionary bus passes for the over-60s.

   Cornwall Council needs over a four-year period to save another £1 million, and is looking to sacrifice some or all of its public conveniences if it absolutely has to. The authority is involving all parish and town councils in the decision-making process in order to come up with the best possible solution to its financial problems. The council said that it recognised the importance of public toilets to residents and visitors to Cornwall, but had to explore all options.

   The Torbay Council chief executive has proposed cutting her own post under major restructuring plans to save the unitary authority money. The council spends about £2.3 million annually on senior management. Elizabeth Reikes said a restructuring could include cutting her post or sharing it with another council. She said restructuring could save up to £500,000 a year, which would aid the council as it needs multi-million budget savings for 2011.

   There is the likely prospect of job cuts at Exmoor National Park Authority (ENPA) because it will lose 21.5% of its government funding over the next four years. Dr Nigel Stone, the park’s director, said: "The reduction in funding is in line with what we were expecting and had planned for." ENPA said it had already made some savings by not refilling posts for staff members who chose voluntary redundancy. "This will give us time to review all our services and activities," added Mr Stone.

10. Generated fire roll call reports check on presence of staff

    Officials said the formula to decide government funding for the Avon Fire and Rescue budget has unjustly penalised them. A cut of £2.3m to Avon Fire and Rescue Service’s government grant is far more than expected.  Terry Walker, the chair of Avon Fire Authority which manages the fire service, said the cuts were not fair: "We fully appreciate that Avon Fire and Rescue Service has to play its part in reducing the national deficit, but the level of cuts we are facing next year in Avon are unfair and unacceptable."
